Established to offer meaningful vocational training for young adults, the Sri Lanka-German Training Institute (SLGTI) in Kilinochchi is providing training programmes which are demand- driven and cater to the needs of the labour market, in accordance with the National Vocational Qualification (NVQ) framework.

WHO IS DEVELOPING
AND OPERATING SLGTI?
The institute is developed under the supervision of the Ministry of Skills Development and Vocational Training. SLGTI is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ).
Its implementing agencies are the German Development Bank (KfW) and German International Cooperation (GIZ). SLGTI is a national vocational training institute functioning under the Ceylon German Technical Training Institute (CGTTI).
REGISTRATION OF
SLGTI BY THE TVEC
Registered and recognized institutions give confidence to students, parents, employers, Government and all stakeholders that the training content, student assessment and certification meet specified standards.
Students and parents are also able to identify recognised training providers and courses. Institutions benefit as the registration and subsequent guidance by the TVEC helps improve the internal and external efficiency of the training provided by them.
Recognition by the Government consolidates the status of training institutions thus improving their access to resource support from various agencies. The Government is able to achieve its objective of maintaining an effective training system that can meet the human resources needs of the economy.
Registration of training institutions is done according to the clause No. 14 of Tertiary and Vocational Education Act no. 20. SLGTI has been registered since 16th of February 2017.

SLGTI – THE LATEST ADDITION FOR SRI LANKAN – GERMAN RELATIONSHIP
The Sri Lankan – German collaboration in the Vocational Training sector spans over five decades. It all began with the creation of the Ceylon German Technical Training Institute (CGTTI), born out of an idea that emerged in the early 1950s. It illustrates the fact that Germany has always been a supporter of development in Sri Lanka. When it comes to Vocational Training, Germany has played a significant role, facilitating the development of the entire Vocational Training Sector in Sri Lanka. From the creation of CGTTI and subsequently the Apprentice Training Institute (ATI), the Ceylon German Railway Training Institute (SLGRTI) and the Farm Mechanization Training Centre (FMTC) to the introduction of new concepts such as the dual system, integrating entrepreneurship and standardization of training programmes Germany continues to play a vital role in the Vocational Training sector in Sri Lanka.
Since the early 1970s, German International Cooperation (GIZ) has been the key player in implementing development projects on behalf of the German Government. The GIZ during the 1980s and 90s have contributed to the conceptual and physical development of the Vocational Training system ensuring that innovative concepts are introduced in keeping with those in the developed world. In the aftermath of the tsunami, GIZ undertook the rehabilitation of several affected technical colleges. Since the conclusion of the war projects have been designed to cater to the rehabilitation and reconstruction needs in the war torn areas and the German Government continues to support the Vocational Training sector in Sri Lanka. Currently, Germany is the most important donor and technical partner for Vocational Training in Sri Lanka.
A landmark project was initiated by GIZ in 2012; the Vocational Training in the North and East of Sri Lanka (VTN) aimed to establish a state-of-the-art vocational training centre in Kilinochchi, much like the CGTTI over 50 years ago. On 18th of July 2016 the Sri Lanka – German Training Institute (SLGTI) in Kilinochchi was declared open by the President H.E. Maithripala Sirisena. Almost 300 students (selected among 1,100 applicants) started their vocational training at GermanTech North. Today SLGTI provides war affected youth and communities in the North an opportunity to enhance their skills according to the requirements of the current labour market, it will provide them much needed access to resources that have so far been deprived to them due to the war. It will be another contribution that Germany makes to the Vocational Training System in the country.
In the aftermath of a war, in which many men and women lost their lives, there is a new beginning that is being pursued; a path has been opened to enhance skills and encourage attitudinal change that will support young people to define their lives anew. This has given them hope and direction – setting demands and challenges for them to move ahead. Using the collaboration of these two nations as the base, SLGTI will equip young people with market oriented skills, adding close collaborations with the private sector into the equation. This new state-of-the-art training centre established in the Northern region will revolutionise vocational training, especially for the youth of the North and East who had thus far been bereft of an opportunity for skills development and consequently employment.
